That (T-Mobile iPhone) personal hotspot is your WiFi. Make sure that your T-Mobile plan includes personal hotspot (data sharing). What you need to find out is how to connect to it. Btw, it's possible to setup your iPad Pro without WiFi. You just won't be able to restore from iCloud and/or sign in with your Apple ID.
