Name tags and business cards are essentially 'labels'. The Template chooser in Pages offeres several Business Card layouts, which you could adapt to printing name tags on paper stock designed for name tags.
If you have the stock on which the tags are to be printed, you could set up a template to contain any fixed elements, and text boxes to contain the personal information to be presented on each person's tags. Make this template the exact size of one name tag. Format any text you will enter on the individual tags. Leave sufficient 'white space' around the content to allow for inaccuracies in registration, then duplicate the finished single template to get as many copies as there are tags on a page.
When the tags are laced where you want them, fill in the first set of names and print a test sheet on plain paper. Place the result on top of a sheet of the precut stock, and use a strong backlight to determine if everything lines up correctly. Adjust as necessary before printing to the more expensive stock.

Several features of the '09 version (Pages v4) were not included in the full rewrite that produced Pages 5 (and later versions), so you may find some 'missing' features described in those instructions.
ALTERNATIVE:
Avery publishes several label templates (in Microsoft Word format) which can be downloaded and opened in Pages. Because there is translation involved, you will need to check the measurements on your Pages document, as described above.
