Apple pay won't allow adding card

I have had cards added to apple pay previously and just deleted them all due to an error and now it won't allow me to add a new card and says "Unable to add another card" " You have added the maximum of 12 cards for Apple pay. You can remove one of your current cards to add a new one." But.... I don't have any cards in the wallet to delete. I have closed all the apps, done a soft and hard reset on the device and waited 24 hours after deleting the cards.
