Apple Pay Randomly appears - Double Click Disabled

Before asking this question I reviewed previous comments and was surprised by the acrimony prevalent when genuine owners need a question answered. Having disabled double on my iPhone 6 Plus, which is still accumulating 0 byte undeleted cookies, I noted that random occurences of Apple Pay continue to popup despite no action on my part. As I'm housebound located and isolated these events are cause for concern. No payment is taken and it's easy to switch off. The point is very basic. There is no justifiable reason for this event so clearly the problem is systemic. Hopefully someone with appropriate knowledge will kindly suggest how this issue can be best resolved. I always grateful for genuine realistic replies, and I'm sure this issue is concerning for other iPhone users. Thank you for any assistance.
