Cannot access Safari - A recaptcha appears, explanation: Our systems have detected unusual traffic from your computer network. However the IP address that is listed is not the one from my internet carrier, and the time given in 4 hours ahead of my time zone. URL:https://www.google.com/
Any suggestions as to what to do ?

The you should take a detailed look with this little non-invasive "discovery" Utility. It does not fix anything, it just looks around and generates a report that readers can look over for more subtle problems and "Bad Actors". Share and paste its report to a reply on the forums.

What malware program? Try MalwareBytes. Are you running some third party antivirus app? Are you sure you quit Safari completely before relaunching it while pressing the shift key?
Safari has nothing to do with network traffic. It gets sent a message, it displays the message.
BobTheFisherman's great sense for these things has detected something really fishy. (it is a SCAM).
If your ISP thinks you are doing something wrong, they will shut you off in a heartbeat, and just wait for you to contact them to discuss a fix. Thy do not notify you.
what program did you run? Is it still running?
I tried that several times but to no avail. Have already called the internet provider and they cannot help. If it's not Safari, any other suggestions?
When the Google screen comes up I can access Yahoo! and Apple and Amazon, so I'm not sure what happened. Also ran a malware program - it found nothing.
Sorry for delay, went to a BD party. I used MalwareBytes. I cleared history in Safari, closed that window then Quit Safari, held down the shift key while arrowing on the Safari Icon. I still get the message.
So, I started looking at downloads and found a program 'LMI' was downloaded last year. When i accessed it, it shut down. I have since deleted it. I hope this takes care of the problem - so far, so good. Or this was just a fluke. I have not, therefore, tried your suggestion but it did get my thinking of alternative places to look. Thanks everyone.
Sounds like a scam phishing attempt. Quit Safari then relaunch Safari while pressing and holding the shift key. This will start Safari in a clean state.
