trouble making in app purchase?

Trying to make an in app purchase and now it’s saying payment cannot be processed and to contact Apple support. Credit card is good and I’ve cleared any alerts from fraud protection w the bank and it still won’t go through.

iPad (6th gen) Wi-FI, Cellular, iOS 11.4.1
