how can i enable my apple id again without restarting my phone or changing my apple id password?

If the account is disabled reset its password and then logout and back in everywhere : If your Apple ID has been locked - Apple Support
If that doesn't fix it contact iTunes Support : http://www.apple.com/support/itunes/ww
Just restarting the phone won’t magically re-enable the account.
