Ok I have a wierdo.
Plug in a USB "soundcard/dongle" (I tried 3 different makers
Using High Sierra (worked on earlier OSs)
It appears as in/out device in Audio Midi setup, and in applications as a source/input/output
But no sound comes in unless I restart the computer (both iMac and MacBook have the same problem)
Sound comes out OK.
An ideas?

In this case Apple has a duty to go back and support these legacy soundcards, which are widely advertise as being Mac conmpatible.
No, I think this is a bug, and a technical issue which needs to be resolved.
I mean how come the USB output audio works just fine, while input does not?
It's possible they are not compatible with High Sierra. You would have to check with the respective makers.
