Not all iTunes tracks are syncing with iPhone

I have just purchased a MacBook Pro and as a result I have changed this to be the device I use to sync my iTunes library instead of my Windows laptop.

The problem is that whilst I can see all my iCloud music on the Mac when I try and sync this to my iPhone only a proportion of the iCloud tracks are appearing on my phone?

Also, when I look at the preferences in iTunes I am not able to see the options for 'iCloud Music Library' which I can see on a lot of the online posts....not sure if this is linked??

Can anybody help

iPhone X, iOS 11.1

iCloud Music Library is the online counterpart of your library, which allows syncing all your music across devices. It is needed to add Apple Music albums and songs to your library. It is not needed for syncing songs from other sources (e.g. from CDs or the iTunes Store). Having iCloud Music Library activated will also put the rest of your music in the cloud (so make a backup first).

iCloud Music Library is part of Apple Music (and also part of iTunes Match).

Turning on iCloud Music Library on one device will activate it, but that library will only sync to devices that also have that feature turned on.

On iTunes Mac: Preferences﹥General﹥iCloud Music Library

On iPhone: Settings﹥Music﹥[Library]﹥iCloud Music Library
