See also Transfer photos and videos from your iPhone, iPad, or iPod touch - Apple Support. You said you'd downloaded the software, not that you'd necessarily read the advice on how to use it. I don't know where your images are stored, which are in your camera roll, which are uploaded to iCloud, or what settings you have in place for the iCloud for Windows app.

Perhaps this is the relevant section:

Download your photos and videos from iCloud Photo Library

New photos and videos you add to iCloud Photo Library will automatically download to your PC. You can also download your collection by year when you follow these steps:

  1. Open a File Explorer window.
  2. Under Favorites, click iCloud Photos.
  3. Click Download photos and videos.
  4. Choose the photos and videos you want to download and click Download.

Your photos and videos download to the location you set in iCloud Photos Options.

Download photos and videos is no longer an option from File Explorer on a PC - only options are to upload photos or to create a new shared album. And it doesn't happen automatically - I have three folders - downloads (empty) uploads (empty, which makes sense as I've never put anything in there) and shared, which does in fact have all of my shared albums.

I can download if I go to icloud.com, but only one at a time. There is no option to download all, select all and download or even the ability to use the shift key or control keys to select multiple photos at once! I have over 2,000 photos and videos to download so downloading individually is not an option. This is ridiculous - first the phone moves my photos to icloud to 'save space' without me ever having picked that option - and now I can't even easily download all of my pictures. What is going on here?
