I have created an 8 bar pattern that I would like to access via Live Loops. Can this be done on the iPad?

Yes, export your pattern to iTunes or to the Files app, then hold down on any empty square and use Loops > Audio Files to select and insert it.

Yes, either of iTunes File Sharing or iCloud Drive should serve as suitable locations for the finished loop, and allow you to then insert it into a loops project. I tried it just as described before posting.
