Running programs that need 10.2 or higher on High Sierra (10.13)

No. 10.2 was PPC only. Mac's didn't transition to Intel processors until several years later. Anything written to run on OS X 10.2 will be a PowerPC application. It won't run on a modern Mac at all.

What program? OS X 10.2 came out 16 years ago.
