I guess that depends on how much higher. After all, 10.13 is higher than 10.2.

No. 10.2 was PPC only. Mac's didn't transition to Intel processors until several years later. Anything written to run on OS X 10.2 will be a PowerPC application. It won't run on a modern Mac at all.

What program? OS X 10.2 came out 16 years ago.
Exam View. This is a Testing program that I have written all my test in for the past 15
years, so it is important to me that I can use it.
