Apple ID disabled

We have tried everything to fix my daughters phone. From resetting password to taking it to a local phone fix shop. Basically it has been disabled for last few months, since several fraudulent iTunes purchases were made using my credit card. My bank and Apple were quick to act and I was refunded, but Apple wrote to me asking about another device linked to my account. This is my daughters Apple ID (only ever used for free apps) So I am thinking this must be the reason her phone was disabled. Any ideas how we can fix this situation? She can use a few apps including Instagram, but many others don’t work and she cannot add anything new either. Thanks in advance for reading.

if this doesn't work If your Apple ID is locked or disabled - Apple Support then contact Apple support.
