In principle all completed sales are final, but you can use the https://reportaproblem.apple.com/ site to request a refund.

That would seem to be a different issue. See Change or remove your Apple ID payment information - Apple Support. Try updating your payment information.

mine to... but i also cant download anything in my app store... when i try to download something... it will ask for "verification required"... when i already fill my password in... then i press the continue... it will ask " verification required" again... what should i do....??? please help me..
