I cant purchase upgrade to 50 GB for my icloud storage. Says my apple id has been disabled. How do i fix?

If the message states that your Apple ID is disabled for security reasons see: If your Apple ID is locked or disabled - Apple Support
If it is not for security reasons and you cannot download updates or purchases, contact iTunes support: Contact Apple Support
