My iPhone and iPad are synched to show my iPhone number but not the phone number associated with the SIM card I use with my iPad. Since there are times when I receive messaged codes from my cellular carrier, I need to know how to receive messages to that iPad number.

You cannot. The cellular number attached to the iPad SIM is for billing purposes only. It's not connected with cellular voice features. SMS messaging runs on the cellular voice system.
You cannot. The iPad number is just an ID for billing purposes by your carrier.
It cannot be used to receive messages or make calls, and as such cannot be added to Facetime or Messages.
But that is the sim and number from your iPhone which can receive calls and messages and can be added to Facetime and Messages directly on your iPhone.
The number assigned directly to an iPad cannot do this and cannot be added to messages.
iPad number is only for cellular data billing purpose only, it's not a phone number.

Yes, because the iPhone has cellular voice capabilities. The iPad doesn't.

Your iPad do not have voice call radio so in Indonesia or not it works the same all over the world.
You cannot make calls using iPad without an iPhone.
This is certainly not unique to Apple. I've never known of a tablet that can send or receive SMS using the cellular number assigned to the SIM. I have a little experience with this from working for a major U.S. cellular company for twenty years.
