How do you add custom messages when you want to decline a call

How do you set up different messages when I call comes in and you want to decline the call.

Also, is there a way to change the amount of rings for incoming calls?

iPhone 8 Plus, iOS 11.4.1

settings>phone>respond with text - create three options.
