You cannot pick which iOS version you update to. You can only update to the most recent iOS version your device supports.

For an iPhone 4S, that is iOS 9.3.5.

If your iPhone is running iOS 7.1.2 and is saying its up to date when you try to update, you very likely have an iPhone 4, not a 4s, and cannot update beyond iOS 7.1.2

You also cannot download iOS versions to update to outside of the device itself, or iTunes on a computer.

First off, iOS is not Mac OS. iOS refers to the operating system on the phone.

If you have an iPhone 4s, the highest iOS you can go to is iOS 9.3.5. Personally I would not go higher than iOS 8.4 on it. For that model the feature improvements are minimal, and performance is actually lost. If you have a different iPhone, use the how to identify your iPhone article to verify your phone:
