My iPhone is not receiving SMS texts from other iPhone users if their iMessage is turned on.

Whenever I'm out of wifi I can't receive SMS text messages from other iPhone users who are sending to me via iMessage even though they have enabled their 'send as MMS/SMS if iMessage is not available'.

I only have a Text and Call Plan (no data) but if the sender has iMessage turned on, and enabled the 'Send as MMS/SMS if iMessage is unavailable', shouldn't my phone automatically receive iMessages as text messages when I am out of wifi?? (I receive all their messages once i have wifi again.)

Thanks but I just solved it! Turns out that under my contact info that i had for my daughter, I had specified that her number is an iPhone. This resulted in every time I sent her a text, it tried to send it as an iMessage. But with it turned off, even with my own iMessage turned on, it would send green texts to her number. I will ask her friends to check their contact info that they have for her to make sure it’s not specified as an iPhone.

yes while my daughter doesn't have cellular data, she has cellular connection and a text plan so she should be able to receive texts. iMessage used to be converted to SMS (green) when the user/receiver didn't have data/wifi connection but it seems to no longer do that. so now when an iphone user with imessage enabled SENDS her a message, she doesn't receive it at all until she gets wifi.
