If the phone is activation locked, a new Apple ID won't help. Try to recover the old ID.

You can create a new apple ID on any PC through the www.apple.com

But that can help you either contact apple for more info or if you don't know the user name and password of the apple ID that was used to activated the "FIND MY IPHONE" in the device, then that all about that device.
