Not on this device means that the app was purchased with your Apple ID, but it is not downloaded to the phone. Thise apps should have the cloud download icon next to them. If you see those apps, they had to have been purchased with your ID.
You cannot remove a purchase from your purchase history. Purchases are forever tied to your Apple ID and will always appear in your purchase history and will always be available to download again as long as the apps remain in the App Store. You can hide apps on the device, but they still remain in your purchase history.

Maybe somebody else used your phone to download the apps and you don’t realize it. It can happen especially if you have kids.

How do i delete apps completely from app store and icloud? i dont see an option i must be missing something here
