Change Payment details

I cannot change my country and region yet I have moved. And yes I I have pending bills but I can’t pay from my previous account that’s why I need to change my payment details

You won't be able to change country if you owe iTunes money, if you no longer have a valid payment method for your old country so that you can pay your debt contact iTunes Support : http://www.apple.com/support/itunes/ww
