To write an app for an iPad, you need to be an iOS developer and pay for access to use all of the iOS developer tools to create an iOS compatible app.

I do not believe the iOS Developer tools are available for Windows PCs. Only for Macs.

So, very difficult, now, for you to create content for any iDevice, at this point.

You can’t create/import Windows PC content on or for an iPad.

As rccharles has pointed out, there are millions of iOS Apps in the iOS App Store.

There maybe an app in the store that your client can download, install and use instead.

No way to open or use those files on an Apple iDevice running Apple iOS.

You will need to port your application to the ipad.

What language did you use to write the application? This could be a lot of work. Neither apple nor microsoft want to make it easy to run the same application on their competitor devices. SOP.
