I’m not able to download or update apps on my phone because there’s a “billing problem with the previous purchase”, what can I do to resolve this problem?

The message that says “there is a billing problem with a previous purchase” appears when I try to download a free app. My payment method is “none” and I don’t owe any money. Yet I still can’t even update the already downloaded apps. What can I do to be able to download and update apps on my phone?
