Why am I not able to change “country/region” after changing countries?

I’ve recently changed countries but I can’t change my billing country. There’s a message “you can’t change the store front information for your account at this time”. There is no way I can download apps from the App Store of my previous country! Why do I get that message?

If you've also tried changing it via your computer's iTunes contact iTunes Support and see if they can tell you why and help you change it : http://www.apple.com/support/itunes/ww
