The activation lock is an anti-theft feature. You cannot bypass the activation lock.
In order to turn the activation lock off, you must access the correct iCloud account using the correct Apple ID and password. If you do not know the Apple ID and password, contact the person who set the activation lock. (Usually the person who sold it to you)
If you cannot get their cooperation, the phone is useless.
On the outside chance that the phone just decided to activation lock on its own (not likely) you can take your proof of purchase to an Apple Store. They might help you.
