How do I restore to ios11 if the last backup is in ios12 beta? Where do I find earlier backups?

If you made any backups of iOS 11 they should still be accessible. When you create a backup of a later version the last backup of the previous version is preserved. In iTunes if you last backed up iOS 11 there, otherwise in iCloud if you backed it up in iCloud.
