Is my computer being hacked or is Norton just being weird?

I got an alert from Norton security saying this. I don't really understand what this is meant to mean? Is another computer trying to hack mine? I'm on a personal hotspot as my wifi is currently not working so am connected to my phone's 4G. I blocked the incoming connection. There is no one else on my hotspot and I live in the middle of nowhere so there isn't a randomer on my network. Thanks

That range of IP addresses is stricty local. You are receiving a message from another computer on your own network, which would be ignored by default, but is now made annoying.

Norton Utilities is now, and has been for many years, a very destructive and dangerous application to be running on a Macintosh computer. It is not needed for ElCapitan and later, and results in huge amounts of wasted resource and false alarms and unexplained crashes for no additional protection one what is already provide by MacOS.

If you are using a Wi-Fi Router that YOU control, you are already protected from arbitrary access from the Internet. Network Address Translation used by your Router makes your computer unreachable. It is impossible to get any message from the Internet that you did not initiate.

This is NOT true when using the Wi-Fi at Starbux, and other users nearby may be intercepting your communications. Don't do your important work like banking on a Public Wi-Fi.

The image I have inserted is from the internet as I didn't think to screenshot the IP address that tried to access my computer due to the panic I was in. I'm scared because the other day I was trying to watch an episode of something online and accidentally clicked a link to watch it in HD which made something go to the downloads section of my Mac. I then cleared this from my downloads and didn't open it. Since that happened I have been wary of getting viruses so downloaded Norton security which did a scan and found one threat which was removed yesterday but today after getting that alert that another computer is trying to access my computer has scared me as I'm connected to my phone's hotspot so besides the phone my Mac is the ONLY device on that hotspot so I'm confused at how this could happen accidentally - seeing as netbiosd is a windows software. Please help! Thanks

Every time you access a web site, your Mac downloads a lot of stuff to render the web site. Occasionally, an ad or some software may download files to your downloads folder, and try to fool you into Installing them.

Downloads are not dangerous. You could download the most evil stuff on the internet, and make a hundred copies of it, and there is still no threat.

The threat comes when YOU allow arbitrary or suspicious files to be approved for execution. To stop this from happening, any new files will be shown to you in a GateKeeper dialog for your approval. NOTHING can replace you Vigilance in reading and approving these items.

For example:

Flash Player install NEVER comes from flash.adobe.HackersParadise.com/downloads

but only from get.adobe.com and other sites that END in adobe.com.

Get rid of Norton. But do not get rid of your vigilance.

If you try to open that download, and it is not software from a Registered Developer, Gatekeeper will indicate it can not be Installed.

If it has not already been run on your computer before, and is from a registered developer (or is spoofing them) you will get a notice to approve it, which includes where it was downloaded from. If you did not deliberately request that download from that site, click Cancel.
