I figured it out! If you where on the iOS 12 beta then a beta profile is installed into your Apple Watch; even if your Apple Watch wasn’t running watch os5. You need to do the same thing you did to uninstall the beta profile from your phone but In Apple Watch settings

Which watch do you have? iOS 5 won't run on the original watch (1st Generation). It will only run on Series 1,2,3, and 4.
I have this same problem with my apple watch series 2. My phone is an iPhone XS and I have iOS12.0.1 running. My watch still says its up to date at 4.3.2 watchOS.
Why cant we get the update?!? So very annoying....
Have you updated your iPhone to the production release of iOS 12? You should now be seeing iOS 12.0
I have updated to iOS 12.0 and removed my iPhone from the beta program. Still not working tho

I have the same issue. iPhone updated to iOS 12 but my Series 2 watch still says up to date with watchOS 4.3.2. I have rebooted both.
I wasn’t running the beta and I still haven’t been able to solve this problem.
Which model Watch do you have?
Series 2 watch, iPhone XS with iOS 12. There were never any beta profiles installed on either device.
