i had heard that in the iOS12 beta that the screen time down time could be defeated by manually changing the time in settings to a time not covered by down time. Is this true? If so, there should be a setting to not allow time changes.

As it turns out, after speaking with an Apple Specialist, there is a fix to prevent Date and Time changes!
The solution is to set up Screen Time for the child on the parents' iPad (once the child is added to the family.)
The most important step is to ensure that Content & Privacy Restrictions is enabled for the childs' iPad. Once enabled, this will prevent the date and time from being changed on the childs' iPad (it grey's it out.)
I hope that this makes sense as it works now for our childs' iPad.
As an added bonus, there are many other features that can be disabled from being changed under Content & Privacy Restrictions as well. :)

Correct. Sadly. That suggestion just stops the location services having permission to change time zone automatically. You can still change time zone manually. Screen Time is fantastic EXCEPT for the time zone defeat. Took my son a day to work it out. Need to be able to disable changing time zone under Screen Time password. Otherwise...... pointless
If the device is in down time then you cannot change the time. However, if they change the time prior to Downtime initiating then that could be an issue. I haven't tested that possibility yet.
Based on testing you can change the time before downtime kicks in. Looks like they need a way to lock changing the time.
I think this must be ease to fix.
Under screentime you can make several restrictions for the device, like disable account changes, disable background refresh, etc.
They can there add "disable changing date/time".

There is the option called "parenting." Which means informing the child that there will be negative repercussions to defeating reasonable limitations. And enforcing with action when necessary.
No matter what Apple implements kids will find a way around it. They have the incentive and all the time in the world.
This doesn’t keep the child from changing the local time to something outside the downtime restrictions.
If Apple fixes these loopholes, this will be the most awesome tool, and I will gladly sing their praises.
I will wait and see though.
Not sure how hard it would be to have time/date changes under screen time password (if you elect to do so) for controlled devices.
I love the addition of screen time, but the time zone needs to be configured so it can be locked.
Please, please, please visit www.apple.com/feedback and type in a complaint about this issue. Hopefully, this will cause them to work on this workaround. Otherwise, Apple may not be aware of the workaround.
All I did was make a simple comment. Thanks for pointing out to me, a complete stranger, that parenting is the first course of action. I guess I have been doing it wrong all these years.

If they are allowed to change the time before downtime...I’ll give them 2 days before they figure that out.

So, after your daily limit is finished. Just set the date manual a day ahead, and you will have a fresh daily limit again.

Try this: Settings > Screen Time > Content & Privacy Restrictions > Location Services > System Services > Disable Setting Time Zone. Should do the trick.
