Perhaps you should free up a bit more room for the update, reboot, and then try again. See If you need more space for an iOS update - Apple Support.

Thank you for replying to this question. I have the same problem right now, currently trying to download iOS 12 onto an iPhone 6 - it tells me that i is downloading "about 4 minutes remaining" for over an hour now. On a 64 GB phone 45.38 Gigabytes is free. Surely the operating system can't be that big !

See If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support. If you've been trying to update over the air try using iTunes instead, or vice versa.
