Cracked screen pricing

I am wanting to send in the red iphone 7 to have the cracked screen replaced. When i look up the cost for replacement it is $149 but when I put my phone details in for the service it gives me a price of $319. Why the difference in price? I need to also have the iphone 7 searching recall repaired. I was told at an apple authorized store that the screen has to be replaced and be apple brand replacement in order to have the recall fixed. The other question would be how do I submit the phone in for both issues??
