Just deleting an app obviously doesn't cancel anything (including not cancelling any subscription that was in the app), it only deletes the app.
For a refund purchases are considered final but you could try the 'report a problem' page to contact iTunes Support and see if they will refund you as a one-off : http://reportaproblem.apple.com

How was it 'cancelled' ? If you've already contacted iTunes Support and they agreed to cancel the purchase you should get a refund for it automatically.
