When I try to update my iPhone SE to iOS 11 from iOS 10, it either stays on the download and install screen or it goes to a screen where the software begins to update, but whenever this happens, the software never updates no matter how long I wait and the screen freezes instead. Also, I have enough storage to update, so that isn’t the problem.

You can't get iOS 11. That ship has sailed. If you want to update, you'll get iOS 12. If you can't do it over the air, connect your iPhone to your computer and do the update via iTunes.
When I tried to get iOS 12, my phone stayed on the checking for update screen for at least 20 minutes. I don’t have a working computer to use to help update, so the only way I can is over the air.
You can use someone else's computer and if all else fails, a visit to an Apple Store and they can download the update for you.
