iMessage not working on Jazz (previously Mobilink)

I have been trying to activate iMessage on my Jazz number but it keeps saying "Waiting for activation". All other networks are able to register to iMessage. I have tested Ufone and Zong. Both are ok with registration but Jazz does not. I'm using iPhone 7 Plus with latest iOS. I have asked Jazz but they were unable to answer me. How do I fix this issue? Please help me on this.

If you get an error when trying to activate iMessage or FaceTime - Apple Support


Should the issue persist after 24 hours, you’ll want to contact Apple Support for further assistance.

Hi. Thanks for your comment. The problem is throughout the whole country. The carrier (Jazz) is either banned by Apple or there is some other issue. Pakistan's largest Mobile network with over 50 Million subscribers, can't fix this issue because they blame Apple for not letting their users activate iMessage. All other networks are ok with iMessage. This needs to be taken into account by Apple if this issue lies at Apple's end.
