Make sure you have a good grip and your fingers are not slipping on the crown, and give it a good turn, at least one full revolution. If that doesn’t help try a forced reset by pressing and holding both buttons together (about 10 seconds) until the Apple appears and the reboot starts. Finally, if these have both failed you might have a hardware problem, so Contact Apple Support and arrange to get your watch examined by Apple service.
