To get to Control Center in iOS 12, now, you must swipe down from the far top right corner of the iPad’s screen.

Thank you for the thought. The issue was swiping up from the bottom to get to the navigation screen—where you can also quit apps that are running. After trying different ways to use the up swipe gesture, it appears I have to swipe from the very bottom of the screen to the very top in order for it to work more consistently. Control Center is now accessed by swiping down from the upper right corner.
You have a different issue. Not the Control Center visibility issue.
To get the iOS Dock to become visible, you must swipe up and hold for a second, or so, for it to appear.
Apple put in a slight delay in making the App Dock visible, now.
Try just swiping to the center of the screen and hold your finger in that area for second or two.
There is no reason to swipe up all the way to the top of the screen.

It is not requiring me to do that with my iPad Pro. I'm able to do just as MichelPM stated. You can also double-tap the home button and still bring up the list as well.
I have this problem too. The bottom swipe up to navigate to different apps no longer works after I updated to iOS 12 on my 10.5 iPad Pro.
