If I buy a locked I watch with GPS & Cellular ( series 3) in United States. Can I use the cellular facility in some other country
While the Apple Watch is technically not locked to any carrier, they are region based.
A U.S model watch can be potentially used in countries like Canada, and Mexico, but will not work due to band differences in Europe, Africa or Asia. The same is true conversly.
There's also the fact that carriers in the country you wish to use the watch in must support it. The watch cannot roam outside of the country the cell company it is using is from.

Please see Apple Watch - Carriers - Apple for details of regional versions, model numbers, and supporting networks. In general you should be able to use a US purchased Apple Watch with any of the supporting networks in the North America cellular region, but it will NOT work on European or Asian networks. Also note that you should only buy direct from an Apple Store, because there is a risk that devices sold by the networks or third party resellers may be locked to one US network.
