No. The Apple Pencil is not related to iCloud at all.
The Apple Pencil works on iPad Pros and the 6th Generation 9.7" iPad.
Whether the document or file you are working on is stored in iCloud, or not, has no bearing on the Pencil's functionality.
The Apple Pencil just needs apps that are optimized for the Apple Pencil. There are tons, and some can store their files in iCloud, or locally to the device, or even other cloud services like google or Dropbox.
It’s the app though that determines if the pencil will work with it and its files, regardless of where that app’s files live.
Am I to understand that Apple Pencil will only work with item that are stored in the cloud?
