Apple Pay: Sending and receiving money in Messages has been restricted

I’m trying to set up Apple Pay but it keeps telling me that it’s restricted and the only thing it’s letting me do is contact Apple Support.

It doesn’t even give me the option to add money it just says Apple Pay Cash is currently unavailable.
