Use the Report a Problem link in the email receipt for the purchase, or log in to https://reportaproblem.apple.com and raise an issue with the purchase. You can request a refund there as well.
Note that all sales are considered final as per the terms of service of the iTunes Store so apple is under no obligation to grant you one.
