I have my current watch paired to my work phone so I can get notifications. I would like to purchase an iWatch 4 with cellular linked to my personal phone. Can I set up cellular from my personal phone to receive phone calls and texts and pair my work phone so I can get my work email notifications?

Apple Watch can only be paired to one single iPhone at any time. It will sync only with that paired phone, and to pair to a different phone the watch must be wiped and re-paired (setup again). I don’t think that is quite what you were hoping to achieve.

This is an unsupported combination, and in my opinion your plan will not work. If the paired phone is within range the watch cellular is deactivated, and all communication including voice calling will be made over Bluetooth to the paired phone. If you disable the Bluetooth link to force cellular to become active you lose the data from the paired phone for message and email traffic.
Your request is proving difficult to accomplish, I think you need to look higher up in the process before the notifications get to your mobile devices. I can see this *might* work by forwarding from your work account to your personal phone, but this will depend on the capabilities of the originating service. Otherwise you could add the work account which generates the notifications onto your personal phone so you read the work account on both devices (this is how I get everything from my work/MS Exchange onto my Watch). I certainly can't see any way to do what you want originated and configured only from an Apple Watch.
I only need it to pair to one phone. I would like the cellular to be activated on the other phone number. In other words, I want to keep it tethered to my work phone but get calls from my personal phone using the cellular chip in the watch.
Let me try a different way then. What I really need are notifications from my work phone. If the watch is paired to my personal phone, how can I get my work meeting event notifications sent to my personal phone? Is there a notification/sync capability?
I think you are right and that is where I was heading. If I could have the phones somehow share notifications I could accomplish this. I will not be able to load the work account on my personal phone and that sort of defeats the purpose of having the personal phone. LOL! I just want the haptics to remind me I am supposed to be in another meeting...
