Does Apple Watch (gps only) work without WiFi

I want to buy the Series 4 GPS watch and was wondering if I could use apps that require WiFi or 4G connection, if I had my Iphone with me and had the data turned on on my iPhone?

Yes, accessing apps on your Apple Watch uses the cellular connection from your phone.

The post you link only seems to say that you must be connected to WiFi on your phone for apps that require WiFi to work , what about connecting to 4G if I’m in public without WiFi access? And will the Apple Watch use my phones data and work just like WiFi?

Sorry if my question is confusing, I’ve never had a Apple Watch before and don’t know how it works.
