How do I get my phone to update apps
I have an iPhone SE and I’ve made sure the restrictions was on the right setting and I’ve tried signing out and signing back in

Open App Store. At the bottom you will see "Updates" tab. Go for it and refresh the page by swiping up with your finger. Also you can open automatic updates from Settings. (Settings > iTunes and App Store > Automatic Updates)
