my apple ID has been disabled , may be due to security reason. I have changed the password and security questio What else can I do to enable my apple Id ?

Did you only reset its password ? Whenever you change an account's password : What to do after you change your Apple ID or password - Apple Support


If you've done that, contact iTunes Support in the country where you are (and which is therefore the country on the account) and see if they can/will re-enable it : http://www.apple.com/support/itunes/ww
