Did you only reset its password ? Whenever you change an account's password : What to do after you change your Apple ID or password - Apple Support
If you've done that, contact iTunes Support in the country where you are (and which is therefore the country on the account) and see if they can/will re-enable it : http://www.apple.com/support/itunes/ww
