Can't change my music preferences

Some time ago I've chosen my preferences on Apple Music (iPad Pro 2018, iOS 12).

I want to change them now, but I can't. I've already seen the instruction (how to change music preferences), but it doesn't work. When I tap my icon on Apple Music, there is no chance to change my preferences, there are no buttons like "choose an artist" etc. I've already installed iTunes on my PC, but there is no chance of changing my music preferences too.

How can I change my music preferences?

This is wrong. Somehow the process has changed and there is no official way to do this. If you click on the said link provided you will see no such steps with any screenshots leading to the resetting of genres or the “tell us what you’re into” screen.

Thanks for stopping by the Apple Support Communities. If I understand your post, you'd like to refine your Apple Music artists, but aren't finding the option to do so. I'm happy to help!

Your artists preferences are edited at your iTunes Store account level, which you can access through the Account section of the Music app on your iPhone or the Account tab in iTunes on a computer. The steps in Refine your suggestions in Apple Music - Apple Support gives step by step instructions on adjusting your preferences on both an iPhone and in iTunes on a computer (it also has graphics, so you can see exactly what to look for).

If you're still not seeing the option to adjust your music preferences, make sure you're signed into the iTunes and App Store with the Apple ID your Apple Music membership is tied to: Sign in to the iTunes Store on your iPhone, iPad, iPod touch, Mac, PC, or Apple TV - Apple Support and that your membership is active: Manage your Apple Music subscription - Apple Support .

How do you change music preferences in Apple Music, not adjust them by clicking “like” or “dislike” on music but truly go back to the beginning process (without losing all of your playlists obviously) and select genres and artists you like. There’s got to be a way but there’s nothing under the For You section that allows you to do this. Why does it have to be so confusing

Do you have any other suggestions except the link to a page without any helpful data? Is it a super secret process? Maybe I have to set up an appointment and give my device to an Apple specialist so he can tell me that I need to give them my device for diagnostic? Really, why obvious things have to be so complicated? Apple says that our music tastes is the most important thing, and doesn’t give us an opportunity to access them at the same time? So many frustrating things about “Apple ecosystem” recently that I’m seriously thinking to switch to Samsung.

The instructions you posted are precisely the instructions that OP was was referencing when they stated that the instructions don’t work. If you try what you are suggesting yourself, you will see that it leads to a dead-end and gets you nowhere. Apple Music has been updated at some point and no longer allows you to access these settings, even though official guides exist showing you how to supposedly do so.
