It keep on saying device is not found or iTunes could not connect to iPhone because it is locked with passcode. Any other option or what am I doing wrong?

You need to use the Recovery Mode instructions if you are seeing the passcode statement.
The phone have no SIM card in it will that affect anything??
Yes it will. You need a SIM to activate an iPhone.
What if my iphone wasnt synced to the computer with itunes can it still be restored?
