Just picked up my apple watch today and was excited to try the ECG app. It is nowhere to be found. The launch presentation sure promoted that feature. So where is the app? That feature is one of the key ones of why I bought the watch.

Well you are in Luck! The new Update for this feature came out today with iOS 12.1.1 and WatchOS 5.1.2 For this feature, you will be able to get your ECG reading and Irregular Rhythm Notifications going forward
and the program only works if you bought the watch in the USA, it will not work in Canada they don't tell you that when you buy the watch, Im thinking of a good lawyer and I will never buy apple again

Good luck with that. It was and is clearly marked on the product page that this is US only.
Your country should get this capability once your officials' approvals are complete -- your Watch has the necessary hardware, and if/when the time comes the functionality will be enabled for you to use by Apple (they have regional control over such things). It is not like you'd have to buy a new Watch Series 4 to get this once available in Canada.

Is there some reason you can't wait for the update later this year? It is a software update and will work on your Watch.
Simply would have been nice to know before spending the money on the upgrade.

Phil0124, I can wait and will wait for EKG SW rollout do not have a choice. But it would be nice to have a tentative SW release date or better yet send out a Beta EKG SW release.. Why not.

There's no problem with it. But, it's just not the way Apple has ever done things. They don't seem likely to change.
It isn't just the ECG software which will presumably be part of the 5.1 update, Apple only uses developers for ALL beta testing of Watch OS.
You will be a day late if your wait for it on Wednesday. It is on Tuesday, October 30, 2018 at 10:00a EDT. It will be streamed.
You should absolutely chose the product that best meets your needs. I hope whatever other watch you buy with an EKG works out better for you.
