No. Animoji and Memoji require the face motion cameras only available in iPhone X, Xs, Xs Max and Xr.
They are not available in any other models of iPhones.

It's not a software thing. It requires hardware, ie circuits and lenses and other physical bits in the camera to track the face movements that were not part of the iPhone 7 camera in 2016, and have not magically appeared in there now.
Trying to do it through software would likely not produce the results expected of the feature, and you'd likely end up with Memoji and Animoji that do not correctly replicate your face movements and then there would be complaints about why it does not work correctly in older models.
You can think what you like. The fact is that the 7 and 8 don't have the hardware necessary to support that feature.
The camera hardware required for them is not available on an iPhone 7, never has been.
It was only first introduced with the iPhone X.
You can think what you want, but the iPhone 7 simply cannot support that feature. If you wanted to upgrade for that feature then you needed to update to a newer device.
I read it the first time. And if I make up my mind to go get the Xs I will. I was merely stating that I wish they would have made it for all of their phones. I realize that we don't have that software capability. Once again, my opinion. I've read all of the discussions and answers to understand that we won't ever get it unless we upgrade. Thx.
I think they should be a part for iPhone 7 and up. That's the main reason I updated or I wouldn't have updated at all.
