iPhone X stolen, turned off, how to track it

Yesterday my brand new iPhone X 256gb is stolen, it is switched off so cannot work find my iPhone...
Is it any way to track it over IMEI or any code I have?

I was at the police and gsm provider, Telenor..
The only way to track the phone is over the IMEI number if it doesnt go in pieces...
IMEI is one and only way to track signal of the phone if it ever be turn on with any number or any network in the world.
Find my iPhone and all other apps are usable only if it is on the net, wifi or mobile, but in 99% of stolen phones thief immediately pull out sim card and flash the phone, so it is uselles. Only police can track it over celular networks(mobile providers)...
I read a lot of about it on the net,

one and only way to track stolen phone is IMEI number if the phone is on at all.
